Speaking of the draft in here, a wind of change blew in when Abraham Lincoln signed into law the Enrollment Act (also known as the Civil War Military Draft Act) on March 3, 1863. The law required the enrollment of every male citizen and immigrants who had applied for citizenship between the ages of 20 and 45. The Act also included clauses for substitution and commutation. Those who were able to provide a suitable replacement or pay $300 were able to opt out of service.
