Hamas has stated that it would recognize a Palestinian state within the borders created after the 1967 Arab-Israeli War (Six-Day War). The group’s original charter from 1988 had vowed to takeover all of mandate Palestine. The new document does not officially replace the original charter but would be the new charter in “practice” according to Azzam Tamimi, author of “Hamas: A History from Within”. The new document aims to assuage concerns regarding the Muslim Brotherhood for Egypt and other Gulf Arab States that consider them to be a terrorist organization.
The document focuses on the following: officially recognising a Palestinian state along 1967 lines, does not recognise Israel as a state, Jerusalem is 'a permanent right', maintains no links to Muslim Brotherhood, supports Right of Return for Palestinian refugees, and affirming the enemy is Zionism, not Jews.
